Go Daddy, Network Solutions Drop Chinese Business

During a Congressional hearing this week on search engine Google’s decision to stop censoring search results in China, effectively ending the company’s business in the world’s largest Internet market, two large US domain registration and web hosting businesses also announced moves to stop registering domain names in China, according to reports.

Go Daddy and Network Solutions reportedly made plans to stop doing business in China, according to a report on Inc.com, both companies pointing to the government’s demands for customers’ personal information.

Go Daddy executive VP and general counsel Christine Jones said that the company wasn’t reacting to Google’s decision, but to the increasing demands of the Chinese government, and the company’s concern for customers. 

In a prepared statement, Jones reportedly said that Go Daddy “made a decision we didn’t want to act as an agent for the Chinese government.”

Network Solutions reportedly announced Wednesday that it had stopped hosting new websites with the .cn China domain in December, for much the same reasons as Go Daddy.

According to the Inc report, the China Internet Network Information Center authorizes companies outside China to sell the .cn domain. But in December, the organization changed its policies to require registrars to collect color headshots, business information and other details about domain registrants.

Both companies said they would continue to support domains already registered, but had ceased to seek out new business in the region.

Inc also references eNom, which currently manages tens of thousands of .cn domains, and intends to continue registering domain. The article quotes general manager Jeffrey Eckahus, who says the company considers how much personal information they are willing to surrender a decision best left to the individual registering the domain.

While the issue has an obvious privacy and human rights angle, the cost of doing complex fact-gathering is another major consideration in the domain business. While neither company mentioned money as a motivator in their decisions to pull out of China, domain registration is a business with narrow margins, and the cost of gathering and verifying registrant information has a definite impact on the potential for profit in a variety of country-code TLDs, including .cn.

Go Daddy Representative to Testify At Congressional-Executive Commission on China

Go Daddy Executive vice-president and general counsel Christine Jones is set to testify before the US Congressional-Executive Commission on China (www.cecc.gov) this week, where she will present the ways in which Go Daddy has been combating issues related to law and human rights over recent years.

The CECC was created by Congress in October 2000 to monitor human rights and the development of the rule of law in China. It submits an annual report to the President and the Congress. The Commission consists of nine Senators, nine Members of the House of Representatives, and five senior Administration officials appointed by the US President.

The hearing, called “Google and Internet Control in China: A Nexus Between Human Rights and Trade” is schedule to take place Wednesday, March 24, 2010, from 2 to 3:30pm ET in the Dirkse Senate Office Building, and be available via live webcast at www.CECC.gov.

Along with Jones, those scheduled to testify include Google US public policy Americas director Alan Davidson, Human Rights in China executive director Sharon Hom, ambassador Mark Palmer, and CCIA president and CEO Edward Black.

She will also concentrate on abuse issues such as child pornographers, spamming, phishing, counterfeit merchandise sales, and payment fraud.

In the past, Jones has visited Washington to urge the US Congress to accept legislation to stop online pharmacies from selling controlled drugs without a valid prescription. On another occasion, she worked to move the “Protect Our Children Act of 2008″ through congress. Signed into law in late 2008, the bill prohibits the sending of live images of child abuse via the Internet and also provides funding for FBI investigations into child exploitation cases.

In its latest effort to keep the web secure, Internet giant Google (www.google.com) has released an open source web application scanner that lets developers check their applications for security holes.

According to a blog post late last week from “white hat” hacker and computer security expert Michal Zalewski, who headed the project, Skipfish is a “free, open source, fully automated, active web application security reconnaissance tool.”

Written in pure C, with highly optimized HTTP handling and a minimal CPU footprint, Skipfish can easily process 2,000 requests per second with responsive targets. It is easy to use with its automated heuristics supporting a variety of diverse web frameworks and mixed-technology sites, with automatic learning capabilities, on-the-fly wordlist creation, and form auto-completion. And it also features cutting-edge security logic with high quality, low false positive, differential security checks capable of spotting a range of subtle flaws, including blind injection vectors.

Skipfish is merely the latest effort from Google to promote safety on the Internet.
